Gianluca Misuraca is the Managing Director of the Executive Master in e-Governance at the Chair of Management of Network Industries (MIR) of the College of Management of Technology (CdM) of the EPFL – Ecole Polytechnique Fédérale de Lausanne (http://egov.epfl.ch). He is also an independent Adviser and Researcher in e-Governance and Public Administration for International Public and Private Organizations (CAFRAD, IDRC, EU, and UN). His educational background is Economics with focus on Business Administration and International Affairs. He holds a Specialisation Diploma in European Union Economics and Law, and a specialisation in Security Management. Between 2002 and 2004 he worked for UNDESA/DPADM as Associate Expert in ICTs and Networking for the Office of the Director, being seconded to the African Training and Research Centre in Administration for Development (CAFRAD), within the framework of the United Nations Online Network in Public Administration and Finance – UNPAN. He is the promoter of the e-Africa initiative for good governance: building e-governance capacity in Africa, implemented by CAFRAD in partnership with UNDESA and under the auspices of NEPAD.

Jaro Berce accomplished his BA in electrical engineering and received his PhD from the Faculty of social science - both at the Ljubljana University, he also gained a masters degree in computer science (USA). He joined the ICT Unit at IPTS as a Research Fellow in May 2005, working on eGovernment and Enlargement projects. He has a BE in Electrical Engineering (1979) and an MSc in Computer Science from the University of Mississippi,Oxford, USA (1986). He also has a PhD from the University of Ljubljana, Faculty for Social Sciences, Ljubljana, Slovenia (2004). He has worked for several institutions and private companies(Institute Josef Stefan; Iskra Delta Computer Systems Production and Engineering; Iskra Avtomatika - Research & Development Institute; GRAD, Information Organization Consulting and Engineering; SIP&A, Information technology and consulting; Deloitte & Touche; Republic of Slovenia, Government Office for European Affairs) where he managed different projects, did consultancy work on management issues (strategy, organization, etc.), and lectured at universities. His interests are on the subject of Information Society technologies and the socio-economic impact of ICTs - where he publishes widely.

Saleem Ahmed Moeen, Chairman NADRA is an Electrical Engineer (Communications) from the University of Engineering & Technology Lahore. During his thirty years service he had unique fortune to advance his knowledge by going through specialized technical and management post graduate training courses in Telecommunications, Automobiles, Armaments, Radar Control Engineering and Rocket technology. He also holds a Masters degree in Strategic Studies.

He started his career in the private sector as Executive Director of a private IT management company. He has been the Chairman of NADRA since August 2001. NADRA is the largest public sector IT Organisation in the country employing more than 12,000 workers having technical qualification and administrative experience in various fields. He designed and implemented the Interactive Data Acquisition Centres which have been a tremendous success and instrumental in registering more than 91 million citizens in less than five years. Under his dynamic leadership, NADRA has been able to issue more than 61.8 million CNICs to citizens. He is also the designer of the new Multi Biometric e-Passport which was launched in October 2004 and over 4.9 million new passports have been issued so far. His efforts have brought NADRA among Top fifty IT companies of world in the field of e-Passport technology. He is the architecture of Kiosk project for payments of utility bills in low income class which has recently launched successfully in Pakistan.

In his role as the head of Solutions, he drives CrimsonLogic’s partnership with governments for exploring their needs and crafting effective and appropriate eService solutions so that they may better serve their citizens. As Head of Technology, he promotes CrimsonLogic’s technological vitality so as to sustain its ability to harness cutting-edge technology in service of its customers’ needs.

Prior to joining CrimsonLogic, Sian Lip worked in the Monetary Authority of Singapore (MAS) where he was responsible for security guidelines for mobile banking and payments, and financial sector infrastructure for trust and network-enabled services. Before MAS, he was a vice-president at a leading Singapore banking group where he was responsible for IT support, development, and strategy in trade finance, international payments, local inter-bank payments, loans administration, and international branches. He was also the group’s Y2K project manager where he managed the group’s preparations for the millennium rollover.

In addition to work in the banking sector, Sian Lip has also spent a decade carrying out research and development in artificial intelligence and computational linguistics at the Information Technology Institute and the Institute of Systems Science - both of which have been subsumed under the Laboratory for Information Technology.

Sian Lip holds a Masters of Business Administration (Banking & Finance) from the Nanyang Business School, a Masters in Computer Science from the National University of Singapore, and a Bachelors degree with distinction in Computer Engineering from Iowa State University.

TAN WENG SUAN

Mr Tan Weng Suan is the Deputy Director, e-Government Consultancy, at the Infocomm Development Authority of Singapore (IDA).

His responsibilities include leading a team of consultants in providing Strategic IT Planning and BPR consultancy services to government agencies. He also leads and manages international e-Government consultancy projects.

He has more than 19 years of experience in public sector ICT development. In the first eleven years of his career, he was posted to ICT departments in various government agencies such as the Land Transport Authority, the Ministry of National
Development and the Ministry of Health. While at these agencies, he was involved in the implementation of strategic projects such as the Electronic Road Pricing system (ERP), and hospital administration and clinical systems for 2 public hospitals. In the last 8 years, he has held various appointments in IDA HQ, where he was involved in the implementation of service-wide projects such as the Public Service Infrastructure (PSi), the Government Electronic Business system (GeBiz), and the
TradeXchange. Since 2004, he was tasked to lead and manage e-government collaboration projects with foreign countries, including Jordan, Kuwait and Qatar.

Ammar Al-Badarneh

Ammar Al-Badarneh is a senior enterprise architect with over 15 years of experience in the IT industry. He has a Master’s degree in digital communication from the University of Maryland (College Park). He has worked on large enterprise architecture projects at various institutions in the USA. Dr. Abdulrahman A. Alshenaifi
Ph.D.: MIS

Dr. Abdulrahman A. Alshenaifi Ph.D. degree from the University of Colorado, Boulder, in 1984. He served the Ministry of Interior of the Saudi government. His assignment concentrated on the field information technologies and security, in which he became an active advisor to the National Security Council, director general of the National Information Center, advisor of the Security Affairs in which he was responsible of constructing highly specialized Data Centres and Command Centers in some security organizations for the MOI. He chaired the Computer Science Department of King Fahad Security College for many years.

Some of his written books include – Information Security and Computer Crimes (Techno Crimes) and Information Warfare – The Coming War – Cyberwar – (in Arabic). He also worked as an active member of the Scientific Board of Prince Naïf University for Security Studies for several years and as a visiting professor in the Graduate School to supervise the study of many graduate students in the field of security and technology. I delivered many lecture around the world in the field of security and technology.

Since 1985 he was a member of the American Management Association in which he took many seminars in the United States as continuing education units in the fields of (time management, project management, scheduling and testing projects, disaster recovery planning, and consulting skills). Such seminars cumulated of more than (75) continuation education credit hours.

Yasar Jarrar

Dr. Yasar Jarrar is the Strategic Advisor to the Executive President of the Dubai School of Government. Prior to joining the School, Dr. Jarrar worked as the Director of the Government Performance Directorate in the Prime Ministry of Jordan, and as the Head of Policy and Strategy in the Executive Council of the Dubai Government. Dr. Jarrar is also a Fellow at the John F. Kennedy School of Government, Harvard University, a Visiting Research Fellow at the Centre for Business Performance, Cranfield School of Management (UK), and a Visiting Professor at Università degli Studi della Basilicata, Facoltà di Ingegneria (Italy).

Dr. Jarrar has also worked as Senior Advisor on public sector strategy and reform with icewaterhouseCoopers, and at the Adam Smith Institute (UK) with various countries in the region. He has authored numerous reports and papers, and has delivered executive education programs to various regional governments and leading international organizations, including DHL, Shell, Saudi Aramco, the Bank of Scotland, and Arla Foods. His main research and teaching interests are strategy and operations management (performance management, institutional structures and policy making).

Fadi Salem
Research Associate, Dubai School of Government

Fadi Salem joined the Dubai School of Government in 2006. His research focuses on e-government and development in the Middle East and North Africa region. His research interests also include information security, new media, benchmarking, and social aspects of risk in information societies.
 
Mr. Salem received a master’s in Analysis, Design and Management of Information Systems from the London School of Economics and Political Science, and a B.Eng. in Informatics Engineering from the Faculty of Electronic and Electrical Engineering, Aleppo University. Prior to joining the Dubai School of Government, he worked for three years in The Executive Office in Dubai as an ICT Specialist in Media and Research. He has also worked as the Technology Editor and as the Managing Editor of two pan-Arab ICT magazines. Fadi is the author of several technical reports and numerous articles in print journals and new media, including IAW Magazine, PC Magazine and the Journal of the Knowledge Economy Research Center. He publishes in Arabic and English, and frequently contributes to ICT-focused media programs in TV, radio and press.
